About the Ministry for Regulation

The Ministry for Regulation is a small government agency with a big job to do.

We're here to improve the quality of regulation so all New Zealanders can flourish. We lead the regulatory management system (the set of policies, institutions, processes and tools employed by central government to pursue and maintain good quality regulation) and contribute to the design and operation of individual regulatory systems.

We are a small group of dedicated professionals, working in a 'can do' environment.

About the role

We’re looking for a productive and thoughtful Senior Advisor to join the Regulatory System Capability team at the Ministry for Regulation.

This is a fixed term, part-time role (13 hours per week), for six months. You’ll be joining a small, smart, future-focused and passionate team of seven, committed to creating system-level impact. We work collaboratively to lift the capability of those who design, deliver, and govern regulation, removing systemic obstacles and enabling good practice.

We welcome applications from experienced professionals, those ready to step into a senior role, and people returning to the workforce. We’re flexible with how you structure your hours — whether that’s split days or a mix of mornings and afternoons.

You will

• Lead and contribute to discrete initiatives that improve regulatory system capability, from concept through to implementation and evaluation
• Produce resources such as frameworks, and guidance that strengthen regulatory practice and leadership
• Work with agencies and leaders to understand how they can build stronger regulatory systems and make better regulatory decisions
• Contribute insight and engage in conversations about the evolving practice of regulation in New Zealand
• Provide data analysis to inform decision making.

About you

You’re a pragmatic problem-solver with a curious mind. You enjoy designing your own approach to a task, working through ambiguity, and distilling complex material into something people can understand and use.

You care about improving how government works. You understand the value of lifting regulatory capability at a system level — and know that lasting change often begins with small, strategic interventions.

You will bring

• Experience in regulation, policy, or public sector systems – Whether from operations, policy, system design, or oversight roles, you understand how government works and the value of quality regulation.
• A solutions focus – You’re comfortable working independently and making progress without having all the answers upfront.
• Self-leadership – You’re someone who can be trusted to manage your own time, shape your own workflow, and deliver without micromanagement.
• Learning agility and initiative – You know how to pick up a new topic quickly, spot patterns, and draw from a range of evidence and ideas to guide your work.
• Strong analytical and critical thinking skills – You’re confident peer reviewing others’ work, identifying system-level issues, and using evidence or data to propose practical improvements or initiate change.
• Excellent communication skills – You write clearly and succinctly, translate complex ideas into plain language, and can tailor your message for different audiences.
• Design-thinking or co-design experience – A bonus, especially if you’ve applied it in public sector or regulatory contexts.

Salary range: $108,126 - $143,618 (pro-rated for part time hours) dependent on skills and experience.
